张万凯，一九四二年生于大连普兰店市，笔名晓峰，昵称古城箫声，斋馆泰山阁，号泰山居士，原为企业管理人员；现为大连古城画院院长，中国老年书画研究会会员，中国书画名人研究会会员，大连市美术家协会会员，瓦房店市老年书画研究会理事，中艺联合（北京）信息科学研究院书画创作中心副主任、书画专家。

曾多次参加省、市级书画大赛并获奖：2009年，参加“庆祝中华人民共和国成立六十周年全国书画联展”，荣获“中华爱国艺术家”，一等奖作品被组委会收藏。2010年，参加“纪念中国人民志愿军抗美援朝出国作战六十周年全国书画联展”，荣获“中华爱国艺术家”荣誉称号，参展作品入选《纪念抗美援朝出国作战六十周年全国书画作品集》。2015年，在“纪念中国人民抗日战争胜利70周年全国书画大赛”中荣获金奖，被授予“中国百强书画名家”荣誉称号，参赛作品入选《血铸丰碑·纪念中国人民抗日战争胜利70周年全国书画名家作品典藏》。

张万凯从事书画创作几十年，笔耕不辍，执着追求，擅长多种绘画技法，尤其以国画山水和牡丹见长，作品质朴古雅，清俊洒脱，他那种博采众长，严谨学风，耐劳精神实则令人钦佩，他的山水画大气磅礴，神韵浑然天成，云雾缥缈，笔笔足见功力之深，他的牡丹花鸟，妖艳富丽，色彩浓淡相宜，利落明快，将牡丹的高贵典雅，表现的淋漓尽致，尤为一提的是，他的墨牡丹，黑白交映，不是真花，胜似真花，妙趣匠心独具，大家风范。

Zhang Wankai was born in Pulandian City of Dalian in 1942. His pen name is Xiaofeng. His nickname is Xiaosheng in the ancient city, Zhaiguan Taishan Pavilion, and Taishan Jushi. Now he is the dean of Dalian Ancient City Painting Academy, the member of Chinese Painting and Calligraphy Association, the member of Chinese Painting and Calligraphy Celebrity Association, the member of Dalian Artists Association, the director of Wafangdian City Painting and Calligraphy Association, the deputy director of the painting and calligraphy creation center of China Art United (Beijing) Information Science Research Institute, and the painting and calligraphy expert.

Has participated in provincial and municipal painting and calligraphy competitions and won awards: in 2009, participated in the "celebration of the sixtieth anniversary of the founding of the People's Republic of China national painting and calligraphy exhibition," won the "Chinese patriotic artist," the first prize works were collected by the organizing committee. In 2010, to participate in the "commemoration of the Chinese People's Volunteers to Resist U.S. Aggression and Aid Korea abroad 60th anniversary of the national painting and calligraphy exhibition," won the honorary title of "Chinese patriotic artist," the exhibition works selected "to commemorate the 60th anniversary of the war to resist U.S. Aggression and Aid Korea abroad national painting and calligraphy collection."
